Lawyer write to CJ of Bombay HC on declaration of Maharashtra Bandh

Sub- For taking Suo Moto Cognizance against illegal Bandh called by The Maharashtra Vikas Aghadi, ruling party of State of Maharashtra Government
I, Atal Bihari Dubey an Advocate practicing in Bombay High Court, having office at Singh House, 1st Floor, Ambalal Doshi Marg, fort, Mumbai 400023, I beg to approach my lord to protect our fundamental rights.
My Lord, from various news channels, News Pares and Social Media I came to know that The Maharashtra Vikas Aghadi (MVA) the ruling coalition of the NCP, Congress and Shiv Sena on Saturday said that bandh has been called to show that the state is with the farmers of the country. Due to Bandh Citizen of Maharashtra will remain within their homes, fearing adverse consequences.
Now People of Maharashtra came out from the Cviod-19 pandemic and are trying for survival. Such type of Bandh which is called by Maharashtra Vikas Aghadi indirectly shows that Government of Maharashtra is calling for Bandh. Unfortunately, it’s declared that only essential services will be open.
My Lord, it is the failure of the State Government for taking appropriate action and measures, who is responsible to secure the peaceful function of day to day affairs of every individual of the State of Maharashtra, their lives and properties of members of the society. such action would directly infringe the rights guaranteed to a citizen under Articles 19(1) d and 21 of the Constitution of India.
My Lord, Hon’ble Supreme Court by its judgment delivered in the case of Communist Party of India (M) vs. Bharat Kumar reported in AIR 1998 SC 184 , upheld the decision of the Full Bench of Kerala High Court
