GSTN Introduces Home-State Biometric Authentication for Directors: A Step Towards Ease of Compliance

Introduction

In a significant move to simplify the Goods and Services Tax (GST) registration process, the GST Network (GSTN) has introduced an enhancement in biometric authentication. Now, certain Promoters/Directors of companies can complete their biometric authentication at any GST Suvidha Kendra (GSK) within their Home State, rather than being restricted to a designated jurisdictional GSK.

This improvement aims to provide greater flexibility and ease for business owners while maintaining the integrity of the GST registration process. In this article, we explore the details of this update, who it benefits, and the key aspects to keep in mind while opting for biometric authentication under the new system.

Understanding Biometric Authentication in GST Registration

When a new business applies for GST registration, the system assesses whether Aadhaar authentication is required. If selected, the applicant must verify their identity either through OTP-based authentication or biometric authentication at a designated GSK. The objective of this step is to curb fraudulent registrations and enhance tax compliance.

Earlier, Promoters/Directors selected for biometric authentication had to visit the designated GSK mapped to their jurisdiction. However, with the latest enhancement, certain categories of applicants now have the flexibility to complete their biometric authentication at any GSK in their Home State.

Who Can Avail of This Facility?

This facility is applicable to individuals listed as Promoters/Directors in the GST registration application under the following business types:

  • Public Limited Company
  • Private Limited Company
  • Unlimited Company
  • Foreign Company

For these entities, Promoters/Directors can now select any available GSK within their Home State (as per their details in REG-01) for biometric authentication.

Key Features and Guidelines

The enhancement comes with a set of structured guidelines to ensure a smooth transition:

  1. Intimation Email & Selection Process
    • If an applicant is selected for biometric authentication, an email notification will be sent.
    • Eligible Promoters/Directors can select a GSK in their Home State through a link provided in this email.
  2. One-Time Selection
    • The choice of a Home-State GSK is a one-time selection and cannot be modified. Applicants are advised to choose their GSK carefully.
  3. Availability in 33 States/UTs
    • This facility is currently available in 33 States/UTs where biometric authentication is enabled.
    • The remaining three states—Uttar Pradesh, Assam, and Sikkim—will soon be added to the system.
  4. Confirmation and Slot Booking
    • Once a Home-State GSK is selected, the Promoter/Director will receive a confirmation email along with a fresh slot booking link.
    • The slot can be booked at their convenience, subject to availability.
  5. Biometric Process Completion
    • The applicant must visit the selected GSK, where the required photo capture and biometric authentication will be completed.
  6. No Duplication of Biometric Process
    • If a Promoter/Director has already completed biometric authentication, they are not required to undergo it again.
  7. Role of the Primary Authorized Signatory (PAS)
    • If the Promoter/Director is also the Primary Authorized Signatory (PAS), the home-state GSK option will not be available. The PAS must visit the designated jurisdictional GSK for biometric authentication and document verification.
    • Promoters/Directors should complete their biometric authentication before the PAS visits the jurisdictional GSK.
  8. Optional Feature
    • Opting for a Home-State GSK is not mandatory. Applicants who prefer can still visit their jurisdictional GSK.

Benefits of the New System

1. Greater Flexibility

Business owners no longer need to travel to their designated jurisdictional GSK, reducing logistical constraints. This is especially beneficial for directors who reside in states different from their company’s registered location.

2. Reduced Compliance Burden

The ability to complete biometric authentication within one’s Home State saves time and effort, making the process more user-friendly.

3. Increased Efficiency

With multiple GSKs available for authentication, applicants can select the nearest one with available slots, leading to faster processing of GST registrations.

4. Enhanced Security and Compliance

Despite the flexibility, the GSTN ensures that only verified individuals complete the process, maintaining robust authentication standards and preventing fraudulent registrations.

Conclusion

The GSTN’s latest enhancement allowing Promoters/Directors to opt for biometric authentication in their Home State is a significant step towards simplifying the GST registration process. This move aligns with the government’s vision of improving the ease of doing business in India while maintaining strict verification measures.

Taxpayers are encouraged to utilize this facility for a smoother registration experience. As this initiative rolls out, businesses can expect further refinements that streamline GST compliance without compromising security.
