Stepwise process to Apply PAN online with Digital Signature Certificate (DSC)

Government of India on 6th September 2015 has introduced a facility where a person can apply for PAN online through digital signature certificate. It is fully paperless process. This facility can be used by any person having a valid Digital Signature Certificate (DSC) which is issued to them by authorized Certifying Authority (CA) in India. The digital signature through which the person is signing the application should bear the applicant names or authorized representative which is mentioned in the form. In this process the applicant has to apply for online through NSDL website, fill and submit the form along with relevant document and valid DSC.

As the process is paperless the applicant is not required to send the physical documents to NSDL, but in case of discrepancies in the applicant is required to provide supporting documents to the NSDL in the address given below:

INCOME TAX PAN SERVICES UNIT (Managed by NSDL e-Governance Infrastructure Limited), 5th floor, Mantri Sterling, Plot No. 341, Survey No. 997/8, Model Colony, Near Deep Bungalow Chowk, Pune – 411 016.

Who can apply for PAN through DSC?

The facility is only for Indian citizens. The below persons can apply for online PAN through DSC:

a. Individual

b. Hindu Undivided Family (HUF)

c. Body of individuals

d. Partnership firm

e. Limited Liability firm

e. Company

f. Association of person

g. Trust

h. Artificial Judicial Person.

i. Government Agency

j. Local Authority

Note: In case of persons from point b to j Digital Signature of authorized representative is required to be attached.

What are the documents required for PAN application?

Below is the person wise list of documents required at the time of online application of PAN through DSC:

a. Individual & HUF

1. Proof of Identity:

  • Aadhaar Card issued by the Unique Identification Authority of India; or
  • Elector’s photo identity card; or
  • Driving License; or
  • Passport; or
  • Ration card having photograph of the applicant; or
  • Arm’s license; or
  • Photo identity card issued by the Central Government or State Government or Public Sector Undertaking; or
  • Pensioner card having photograph of the applicant; or
  • Central Government Health Service Scheme Card or Ex-Servicemen Contributory Health Scheme photo card

2. Proof of Address:

  • Aadhaar Card issued by the Unique Identification Authority of India; or
  • Elector’s photo identity card; or
  • Driving License; or
  • Passport; or
  • Passport of the spouse; or
  • Post office passbook having address of the applicant; or
  • Latest property tax assessment order; or
  • Domicile certificate issued by the Government; or
  • Allotment letter of accommodation issued by Central or State Government of not more than three years old; or
  • Property Registration Document;

3. Proof of Birth

  • Aadhaar card issued by the Unique Identification Authority of India; or
  • Elector’s photo identity card; or
  • Driving license; or
  • Passport; or
  • Matriculation certificate or Mark sheet of recognised board; or
  • Birth certificate issued by the municipal authority or any office authorised to issue birth and death certificate by the Registrar of Birth and Deaths or the Indian Consulate as defined in clause (d) of sub-section (1) of section 2 of the Citizenship Act, 1955 (57 of 1955); or
  • Photo identity card issued by the Central Government or State Government or Central Public Sector Undertaking or State Public Sector Undertaking; or
  • Domicile certificate issued by the Government; or
  • Central Government Health Service Scheme photo card or Ex-servicemen Contributory Health Scheme photo card; or
  • Pension payment order; or
  • Marriage certificate issued by the Registrar of Marriages; or
  • Affidavit sworn before a magistrate stating the date of birth

4. Passport size photo of the individual or applicant

5. Scanned image of Signature of the individual or applicant

b. Company registered in India:

1. Proof of Identity: Certificate of Registration issued by the Registrar of Companies.

2. Proof of Address: Certificate of Registration issued by the Registrar of Companies.

c. Partnership firm:

1. Proof of Identity: Partnership deed; or Certificate of Registration issued by the Registrar of Firms

2. Proof of Address: Partnership deed; or Certificate of Registration issued by the Registrar of Firms

d. Limited Liability partnership firm:

1. Proof of Identity: Certificate of Registration issued by the Registrar of LLPs.

2. Proof of Address: Certificate of Registration issued by the Registrar of LLPs.

e. Trust:

1. Proof of Identity: Trust deed; or Certificate of registration number issued by Charity Commissioner

2. Proof of Address: Trust deed; or Certificate of registration number issued by Charity Commissioner

f. Association of person (other than Trusts) or Body of Individuals or Local authority or Artificial Juridical Person:

1. Proof of Identity: Agreement or Certificate of registration number issued by charity commissioner or registrar of cooperative society or any other competent authority; or Any other document originating from any Central or State Government Department establishing identity and address of such person

2. Proof of Address: Agreement or Certificate of registration number issued by charity commissioner or registrar of cooperative society or any other competent authority; or Any other document originating from any Central or State Government Department establishing identity and address of such person.

Note: The person is required to upload scanned photo/ signature and supporting documents and it should be as per below specifications:

What is the fees for online PAN application through DSC?

The fees for online PAN application is as below:

Payment of application fee can be done using Credit card / Debit card or Net banking facility only.

What are the other requirements for PAN application through DSC?

Below are the other requirement for PAN application:

  1. At the time of making the application only  valid class II or III DSC will be accepted
  2. For attaching the digital signature the applicant must download the NSDL utility in the system. Without the utility the applicant sign the application with digital signature. You can download the utility from this link: https://tin.tin.nsdl.com/pan/nss/nsdl-ss-user-setup-2.0.0.zip.

Procedure to apply for PAN online:

Below are the steps to apply for PAN online with DSC:

Step 1: Go to https://tin.tin.nsdl.com/pan/form49Adsc.html

Select, the type of person from the drop for which PAN application is to be made and click on “Select” button. It will redirect you to Form 49A i.e. PAN application form.

Step 2: Filing the form.

Now, enter the below details in the form:

1. Enter the Assessing officer code. Find your assessing officer code from below links:

For Non International Taxation AO details Click here
For International Taxation AO details Click here

2. Enter the applicant Name and Name to be printed on PAN card

3. Select the Gender

4. Enter the Date of Birth

5. Provide the Parents details like Name of Father and Mother in case of individual applicant.

6. Provide the residential address or Office address of the applicant

7. Provide details of Aadhaar in case of individual applicant

8. Select, the source of Income from the options provided.

9. Select, the proof of address, identity and birth from the drop down provided.

10. Fill the declaration, enter date of application and place of application

11. Select, whether you want physical PAN or Only E Pan card

12. Under, DSC option drop down, select self or minor or Lunatic as applicable.

Now, upload the documents like passport size photo, signature and Supporting documents i.e. Proof of Identity, address and birth (mentioned in point 10 above)

Step 3: Submission of Form

After the details are filled in form, click on “Submit” button. After submission the site will prompt you attach Digital signature. Once the signature is attached and submitted make the required payment through net banking or debit card as applicable.
